City Manager’s Office

·       City Manager met with the Punta Gorda Concerned Citizens’ Committee to go over a variety of topics to include strategic planning, communication, upcoming projects, management philosophy, and the proposed Harbor Inn & Resort Club.  Future presentations to the group will be forthcoming.

·        As suggested by City Council, City Manager, Administrative Services Director and Public Works Director met with Hoomes (Red) Garner, Commodore of the Punta Gorda Boat Club to present the Community Sailing Center site location ideas and solicit their support for location of the center in the vicinity of their facility pending City Council review of various sites’ strengths and weaknesses.  Staff will present the site analysis at the June 8 Council worksession.

·        Team Punta Gorda and Jaime Correa are planning to present their Master Plan 2005 – final version at the June 15 Council meeting.  This is the culmination of meetings, charrettes and presentations attended by a broad spectrum of the community.

·        Staff will undertake a review of the recommendations offered in the Historic Preservation Advisory Board (HPAB) Annual Report as part of the FY 2006 budget process.  Budget-related recommendations include:

1.      City and property owner split the cost of the structural engineer report to assess the necessity of demolition 

2.      Search for changes to allowable building materials for new construction within the National & Local Historic Districts

3.      Pursue Certified Local Government status

4.      Establish revolving fund for the purchase of, cost of relocation or restoration of certain contributing structures and land the structure sits on

5.      Hire an Historic Preservation Officer

6.      Locate a site suitable for storage of architectural materials, possibly within the new Public Works facility location

7.      Partner with the County in establishing the US Cleveland Historic Archives at the old, restored Charlotte County Courthouse

In a meeting with a member of the HPAB, it was expressed that the City needs to refine its approach towards historic preservation in the aftermath of Hurricane Charley, in order to preserve and enhance its historic neighborhoods, commercial areas and overall strategy.  The City Manager will undertake an assessment of administration-related procedures to ascertain if changes in processes can be made to enhance our historic preservation efforts.

·       The City Attorney, City Manager and Administrative Services staff met with representatives of the Turtle Club and property owner of 145 West Marion relative to their concern over the building structure that sits between their facilities.  The City is working with the property owner in the middle of the two structures regarding his effort to clean up the building and perform an architectural/engineering study thereafter.  The owner at 145 West Marion has applied for a demolition permit after having obtained a structural engineer’s report.  The issue will go before the Historic Preservation Advisory Board.   

Public Works Department

Engineering:

·        Ponce de Leon Park fishing piers & Nature Walk:  FDEP permits on file.  Bid opening 6/03/05.  Procurement to compile information & prepare bid tabulation for department review.

·        Cooper Street drainage project:  Project substantially completed.  Punch list items remain.

·        Bridge repairs:  Release of solicitation 4/19/05, bid opening held on 5/13/05; no vendors bid on project.  Meeting scheduled for week of 6/03/05 to discuss rebid.

·        BSI Mangrove Trimming:  FDEP permit received 05/26/05.

·        Downtown Flood Relief:  Joint Hazard Mitigation Grant Program & Flood Mitigation assistance application submitted to FEMA & State of Florida; response expected July 2005 – January 2006.

·        West Marion Ave./Aqui Esta/Bal Harbor Traffic Study:  Kimley-Horn resubmitted revised proposal; meeting scheduled for 6/03/05 to review proposal.

·        West Retta Esplanade design:  Procurement closed negotiations with Kimley-Horn; awaiting first proposal from American Consulting.  Meeting will be scheduled once proposal is received.

Right-of-Way:

·        Replaced 4,775 ft. of Citywide storm related broken sidewalk; 87% completed FEMA funded.

Parks & Grounds:

·        Gilchrist Park gazebo erosion repair:  riprap replacement 50% complete.  Anticipated completion date week of       6/06/05.

BSI Canal Maintenance:

·        Contracted seawall cap replacement projects completed.

·        Perimeter canal dredging completed.

PGI Canal Maintenance:

·        Seawall replacement on Columbian Dr. scheduled for completion week of 6/20/05 due to rain delay.

·        Work by division employees on seawall cap replacement at Woodthrush Dr. with 400’ has been completed;       100’ remain to be replaced; delayed due to rain.

·        Division maintenance crews have filled sinkholes at 30 locations.

Finance Department

·        Met with the adjustors and contractors regarding reconstruction of City facilities, in order to facilitate resolution of insurance issues.

·        Met with the City’s insurance carrier regarding the Public Works / Utilities Campus plan and ability to move forward with demolition.

·        Prepared budget packets for PGI and BSI Canal Maintenance Advisory Boards for FY 2006 service delivery proposals.  Information will be presented to both boards for input prior to Council consideration.

·        Completed annual bond disclosure requirements for the 2002 Utility System Refunding Revenue Bonds.

Utility Department

·        Received one fully executed grant agreement from FDEP for Wastewater Plant Deep Injection Well.  We will work close with FDEP to disburse funds.

Police Department

·        The Police Department continued to participate in the National “Click It or Ticket” Seatbelt enforcement campaign this week.  The initiative ends this Sunday and hundreds of citations have been issued since the initiative began last week.

·        Unmarked police patrols have continued on the Gilchrist Bridge to deter aggressive driving and excessive speeds.

·        On Thursday, June 2nd Police Detectives arrested Douglas Hill, resident of The Pines of Punta Gorda, on the charge of Lewd and Lascivious Acts on a Minor Under the Age of 16 Years.   Hill is being held on a $100,000.00 bond at the Charlotte County Jail and further charges are expected.

Fire Department

·        The Chief and Asst. Chief attended the 2005 Emergency Medical Service Awards Banquet for Charlotte County on May 27, 2005. The City of Punta Gorda Fire Department received an Appreciation Award for housing Charlotte County firefighters during the hurricane recovery.

·        On June 01, 2005, A-Shift responded for a 22' boat that was upside down leaking fuel. There was approximately 140 gallons of fuel on board and firefighters stood-by for 6 1/2 hours while the boat was up righted and the leak was secured.

Community Development Department

·        Along with a Finance Department representative, staff attended a workshop on the Hurricane Housing Recovery Program.  This program will be administered by the Florida Housing Finance Corporation and will follow most of the program and reporting guidelines used in the existing SHIP program.  Charlotte County will be eligible for a base allocation of $14,3 million with an additional $2.9 million for programs targeting households earning 30% or below Average Median Income. A final $1.9 million will be available if Charlotte County and the City of Punta Gorda collaboratively develop the program.  The City currently has an Interlocal agreement with Charlotte County to administer any SHIP funds the city receives.

·        Met with owner of “old NAPA Auto Parts” to discuss plans to redevelop property.

·        Attended Local Mitigation Meeting to change/remove the Hendrickson Dam Spillway and the Bayfront Center Seawall for the projects list and add wind retrofit/upgrade projects for various city buildings including structures at the Wastewater Plant and the Public Works Complex.

Administrative Services

Building

  • The Building Official addressed the residents of Buttonwood Village regarding permit requirements for accessory structures.
  • The demolition permit for the First Presbyterian Church has been issued.
  • The first segments for the Bob Vila show are scheduled to be filmed on Monday and Tuesday of next week.
  • 149 West Marion is scheduled for demolition on June 27th.
  • Even though this was a four day week the Building Department took in $36,359.34 in permit fees and performed 535 inspections.

Fleet

  • Hurricane Charley Vehicle Repair Status – 64.75% Complete

GIS

  • Address Verification Project by GIS is complete.  The GIS address data was examined and obvious errors were corrected.  The data will be forwarded to Charlotte County GIS where a comparison will be made and action taken to initiate research to determine addresses that may be missing, or questionable.
  • Made presentation at the conference workshop for local official post disaster responsibilities.  Focus was GIS perspective. (Conference was the 2005 National Flood Conference)

Procurement

  • Finalized negotiations on Disaster Recovery Contracts – Agreement with Legal for review and approval
