The City Manager met with Grace Nurse and Isaac
Thomas regarding New Operation Cooper Street,
Tru Lite and affordable housing issues facing
the community. Emanating from the meeting was
an effort to enhance police presence in the
Cooper Street Recreation Center area and explore
alternatives for affordable housing in the
Trabue/Woods historic area.

Charlotte County will be sending the City a
draft interlocal agreement for the $9 million
grant which will detail administrative costs,
coordination, and the process used to implement
grant projects. We will present the agreement
to Council once assured that our appropriate
share of grant funding is accounted for in the
agreement. It is anticipated that the
information will be available for Council review
and approval prior to the second Council meeting
in July.

Representatives from Team Punta, including Jaime
Correa and associates, met with the development
team for the Harbor Inn & Resort (formerly
Holiday Inn) regarding architectural and site
plan alternatives. These considerations will be
presented to City Council at Wednesday’s Council
meeting and offer enhancements to the overall
project.

bid on project. Meeting scheduled for week of

Downtown Flood Relief: Joint Hazard Mitigation
Grant Program & Flood Mitigation assistance
application submitted to FEMA & State of

West Marion Ave./Aqui Esta/Bal Harbor Traffic
Study: Kimley-Horn to resubmit revised proposal
by 6/01/05.

West Retta Esplanade design: Meeting held
5/13/05 with city staff & representative from
Kimley-Horn to review proposal.
Procurement received revised proposal on
5/19/05. Staff met on 5/23/05 to discuss new
proposal; Procurement closed negotiations with
Kimley-Horn and will schedule a meeting with
American Consulting.
Right-of-Way:

Mary Street 97% completed; pending cleanup.
Project consisted of new sidewalk, curb and
paving.

Replaced 4,675 ft. of Citywide storm related
broken sidewalk; 87% completed FEMA funded.

Began installation of 42 hurricane road marking
circles; expected completion week of 6/20/05.

Completed Herald Courtyard clean up underway
which includes concrete and asphalt installation
and cleanup. Scheduled completion week of
5/30/05.
Parks & Grounds:

Cul-de-sac tree replacement began week of
5/16/05 with order of 21 trees; target date to
complete installation of 108 trees by 6/23/05.

Gilchrist Park gazebo erosion repair: riprap
replacement 50% complete. Anticipated
completion date of 6/1/05.

5 of the 29 damaged City facility signs
repaired; expected completion 7/16/05.

Damaged flagpole at Laishley Park removed;
installation of new flagpole expected to be
completed week of 6/6/05.
-
Both the fountain and eternal flame at the
Veterans Wall is operational as of 5/25/05.
BSI Canal Maintenance:

Contracted seawall cap replacement projects
scheduled to be completed week of 5/30/05.

Perimeter canal dredging scheduled to be
completed 5/30/05.
PGI Canal Maintenance:

Seawall replacement project on Willet Ct.
completed on 5/24/05.

Seawall replacement on Columbian Drive began
5/25/05; completion scheduled for the week of
6/13/05.

Work continues by division employees on seawall
cap replacement at Woodthrush Drive with 400’
has been completed; 100’ remain to be replaced.

Contracted seawall cap replacement projects have
been completed as of 5/24/05.

Seawall stabilization has been completed.

Inlet dredging has been completed.
Human Resources

Bargaining unit contracts
- Firefighters’ union has approved their contract,
and have been provided a final draft for
signature by the IAFF Executive Board. Contract to
be presented to Council at the June 15 meeting.
- Police Officers’ union has not completed voting
process.
Community
Development
-
Reviewed Charlotte County-Punta Gorda MPO
Transportation Improvement Program. This
document covers the projects using funds from
FDOT for fiscal years 2005/2006 – 2009/2010.
Projects effecting the City of Punta Gorda are
as follows:
1)
Aqui Esta Dr from US 41 to Bal Harbor
construction of center turn lane construction funded
in 2009/2010. (Currently in preliminary engineering)
2)
US 41 from Monaco Dr to Rio Villa Dr 8ft
Asphalt bike/pedestrian path construction funded in
2008/2009
3)
US 41 Madrid Blvd to Aqui Esta Dr and Royal
Poinciana to Burnt Store Rd. Landscaping
design/construction funded in 2007/2008
The MPO is at this time requesting applications for
new projects to be considered for funding in
2010/2011. Project categories are Highways,
Enhancement (landscaping and sidewalks), and CM/TSM
(congestion management/traffic system management).

Met with landscape architect and reviewed design
drawings (60%) for planting on US 41 to Aqui
Esta to Royal Poinciana
-
Met with representatives from Fisherman’s
Village to discuss landscape and roadway safety
improvements and funding options
Police Department
-
The Police Department kicked off the Memorial
Day “Click it or Ticket” Seatbelt Enforcement
campaign on Monday in conjunction with law
enforcement agencies across the country. This
national enforcement campaign will conclude on
Sunday, June 5th.
-
The department’s fourth in-service training
academy of the year was conducted. Officers
attending the training completed their annual
state-mandated training to include classroom
topics as well as firearms qualifications and
training in various weapons systems.
Fire Department
-
Provided Mutual – Aide to Charlotte county Fire
& Rescue (CCFR) for approximately 4 hours at the
Landfill fire.
-
Company training (including volunteer
firefighters) held several times during the week
at destroyed housing complexes.
Administrative
Services
-
The Department of Community Affairs, Division of
Emergency Management is in receipt of the Hazard
Mitigation Grant Program (HMGP) application
package for the City of Punta Gorda, Public
Buildings Wind Retrofit project.
-
Given approval from P.R.M. (City’s insurance
pool) to begin demolition of Public Works
buildings.
-
The City has been notified that Bob Villa, “This
Old House Program”, will be coming to the City
in June to shoot thirteen episodes regarding the
safe rebuilding of a home. We will provide
airtimes when notified. Background information

Discontinued negotiations with Kimley-Horn and
invited American Consulting into negotiations on

Awarded painting contract for Water Treatment
Plant; water fountain for MLK Mitigation Pond;
typewriter maintenance; Fleet – coating for
floor; and WTP – ASR pipe replacement

Installed brick at Laishley Park for Memorial
Plaque.

CBCA is polling members to support fee increase.
Finance
-
Documentation for the Hurricane Charley Debris
removal contract was completed and a FEMA audit
was initiated.
-
Completed a status of FY2006 Proposed Budget To
Date. Information will be presented at the June
1 Council meeting. The General Fund is taking a
conservative perspective at this point, due to
indications from the Property Appraiser that no
appreciable increase in taxable assessed
valuation can be expected.
